Kelsey A. Bagot is currently serving as the 39th Commissioner of the Virginia State Corporation Commission (“Virginia SCC”) after her election by the General Assembly in 2024. Judge Bagot is one of three Commissioners at the Virginia SCC, an independent state agency responsible for regulating public utilities, insurance, state-chartered financial institutions, securities, retail franchising, and railroads. The SCC is also Virginia’s central filing office for corporations, limited partnerships, and limited liability companies and operates Virginia’s Health Benefit Exchange.

Prior to being elected to the Commission, Judge Bagot was a Senior Attorney at NextEra Energy, Inc., where she worked on a variety of federal and state regulatory and compliance issues facing one of the nation’s largest electric utilities. Prior to this, she served as Legal Advisor to Commissioner Mark C. Christie at the Federal Energy Regulatory Commission (“FERC”) and as a trial attorney in FERC’s Office of Administrative Litigation, where she routinely addressed interstate energy topics. Early in her career, Judge Bagot also spent several years as an associate focusing on regulatory and administrative matters at Troutman Pepper LLP and Van Ness Feldman LLP in Washington, DC.

Judge Bagot earned her Bachelor’s Degree from American University and her Juris Doctor from Harvard Law School. She currently resides on a small farm in Warrenton, Virginia with her husband, two dogs, and a menagerie of other “pasture pets”.
